Abstract
Pura is the sacred place for Hinduism which is full of philosophies in every spatial aspects. Various conceptual teaching of Hinduism complexically can be found in various elements of Pura architecture, from spatial patterns, building ornaments, to construction. One of the Hinduism concept which is used in Pura is Tri Loka/Tri Angga cosmic composition concept. Tri Angga divides Pura's yard into three parts with sacred value in every yard's stages. That spacial hierarchy reflects life journey of the human who is bringing himself closer to The Creator as a form of act of Parhyangan value in Tri Hita Karana. The research methodology used is a qualitative method. That is a form of research intended to describe the strategy in developing Pura Besakih tourism. The results of the analysis show that in terms of development there is still a need for a strategy that is quite accurate to attract tourists. The promotion carried out by the government and the community to increase tourist visits at Atuh Beach has been maximized. The government is willing to conduct training and the formation of human resources that care about tourism.
