Abstract

This study aims to determine the role of society and the role of government in the development of Pandan Island Beach as a tourist attraction in East Belitung. Pandan Island Beach is one of the attractions wisaya beach in the southern part of Belitung Island that has different characteristics of the beach in Belitung. Pulau Pandan Beach is a potential beach to be the main tourist attraction in Belitung Timur. The community has not given the maximum role due to constrained land ownership and management of Pulau Pandan beach has not run well. The role of government is limited to doing promotion because the managers do not want any interference of the government in the development of Pulau Pandan Beach.
