Abstract

Tumpak Sewu Waterfall is a natural tourist attraction in Lumajang East Java that have a unique with the formation of the flow of water that extends like a curtain. In order to prevent the potential attractions can be well developed and to increase tourist visits in Lumajang, it is necessary with the development efforts. The study aims to know the role of government Lumajang, the obstacles encountered and development strategies in Tumpak Sewu waterfall. The research method is qualitative research method and using data collection techniques are observation,interview,questionnaires and documents. Data processing techniques used are data reduction, data Display and verification. Then analyzed by SWOT analysis. The role of government is in terms of promotion and provide training to improve the quality of human resources. Obstacles encountered the ability of human resources in foreign languages. As for the efforts undertaken to confront these obstacles is by holding a foreign language training. Development strategies are improving the quality of human resources, improving accessibility and performing routine maintenance
