Abstract

This study aims to examine the collaboration between village government and the tourism community in managing Papuma Beach, focusing on the sustainability and competitiveness of the destination. Using a qualitative approach, data were collected through observation, interviews, and documentation. Data were analyzed using Miles and Huberman's technique, which includes data reduction, data display, and conclusion drawing. The findings indicate that this collaboration encompasses infrastructure management, promotion, creative economy development, and environmental conservation. The village government is responsible for policy regulation, while the tourism community engages in conservation efforts and tourism services. This collaboration provides economic and social benefits to the local community but faces challenges such as differing visions, limited resources, and low management capacity. Vision alignment, training, and infrastructure improvement are identified as strategic solutions to enhance the effectiveness of this collaboration.
