Abstract
Lal Tibba is a natural tourist destination located in the city of Mussoorie, Uttarakhand, India. The city of Mussoorie has a mean elevation of about 2,005 meters (6,578 ft) and the highest point is "Lal Tibba" which is at an altitude of about 2,275 m (7,464 ft). This place is known by tourists for its extraordinary natural beauty. This study aims to identify the potential for sustainable Lal Tibba tourism, the role of the government and the community, as well as strategies that can be taken in developing Lal Tibba as a natural tourist attraction so that it is attractive to be visited by tourists during the pandemic. This study used qualitative research methods. The analysis technique used in this research is the SWOT analysis and the SWOT matrix, internal and external factors in the study. As a result of the corona virus pandemic, the tourism industry is the industry that has been worst hit, the first step taken by the government to break the chain of transmission of the virus, namely lockdown. However, during the lockdown, the economy became paralyzed and many parties suffered considerable losses, for this reason a new normal policy was enforced where all activities could be carried out as before but still following health protocols, such as maintaining distance, wearing masks, and washing hands. Another Uttarakhand government policy is the curfew restriction. These policies are a good step towards being sustainable. The role of the surrounding community is also very evident in the development of Lal Tibba towards sustainable tourism as a tourist attraction. For this reason, a strategy is needed in its development such as cooperation between the government and the community, as well as optimal promotion of tourist objects.
