Abstract
Banda Naira is a place known for its wealth of historical and natural tourism potentials. Historical evidence from the VOC colonial era to the exile of Indonesian revolutionary figures still stands today covered with beautiful natural scenery, active volcanoes and expanses of blue sea. Development needs to be continued to develop existing potentials in order to increase tourist visits. This study aims to further examine tourist attractions, the role of the community and government and the main objective is to find out the development strategy that will be applied to develop existing attractions. This study uses qualitative methods with data sourced from interviews, observation and documentation then processed using data reduction and triangulation, knowing the internal and external factors that become a problem in developing a development strategy. The processed data is then analyzed using the SWOT analysis technique to obtain development strategies that will be applied. The results obtained are the lack of qualified and creative human resources, the lack of community involvement in tourism development, the absence of regulations governing about tourism activities and minimal use of technology.
