Abstract

Holbung Hill is often called the hill of love because indeed when viewed from the height of a series of hills surrounding Lake Toba it is like painting a piece of heart, so that the local community calls it the hill of love.. The method used by the researcher is qualitative method. namely a form of research that is intended to discriminate the social condition of society in the management and development of Holbung Hill tourism. The result of the analysis shows that the role of society, organization, and government in the development of Holbung Hill tourism is one of them is to improve the facilities and pre-facilities that are inadequate in order to improve the form of good service for tourists.
